The COVID Shield Joint Task Force will release a new travel document to further ease travel restrictions amid the decision by some local government units (LGUs) to maintain strict travel protocols due to health security concerns in their areas.


Last week, the Interagency Working Group on the Management of Emerging Infectious Diseases (IATF-MEID) lifted travel restrictions in a bid to stimulate more economic activity. More industries were allowed to operate and more people were also allowed out.

While some LGUs have lifted travel restrictions, others have decided to maintain the status quo and still require travel authorization before those classified as non-APOR (persons authorized outside the residence) who include Locally Blocked Persons (LSI) being allowed to enter their areas.

This would pose problems because, although their destination no longer requires travel authorization, travelers can still be barred from passing through a city that has maintained tighter travel restrictions.

To address potential issues, Police Lieutenant-General Guillermo Lorenzo Eleazar, commander of the JTF COVD Shield, has said he will issue what he calls a Travel Pass-through Permit (or TPP), which will serve as a pass-through document. for travelers, especially those who are not APORs and LSIs.

“Contrary to [a] Authorization to travel, there is no requirement to obtain a PTP. This document will be presented to police officers stationed at quarantine checkpoints, or border control posts, to allow [bearers] to pass the travel restrictions implemented in LGUs with restricted status, ”Eleazar said.

Restricted and unrestricted LGUs

Based on the JTF COVID Shield classification, “restricted” LGUs are cities, municipalities or provinces that have decided to still require non-APORs and LSIs to produce a travel authorization.

A medical certificate issued by the city or municipal health unit is one of the two main requirements for issuing a travel authorization.

The other requirement is the prior coordination between the originating AS and the destination AS. The LGU-destination can immediately approve or delay the outgoing signal for the calling party’s entry, depending on the situation in its area.

LGUs classified as “unrestricted” are cities, municipalities or provinces that have decided to open their borders to all kinds of travelers in an effort to revive their local economies, which have been severely affected by the pandemic.

Eleazar also stressed that LGU’s PNP units under the unrestricted travel policy should not deny entry or passage of travelers, even without travel authorization or TPP.

He added that travel documents are no longer required from travelers, APOR or not APOR, if the LGU destination and the LGUs they would pass through have an unrestricted travel policy.

The TPP and travel authorization, according to Eleazar, are applicable in areas subject to general community quarantine (GCQ) and modified GCQ or MGCQ.

He said, however, that the TPP did not apply in areas subject to enhanced community quarantine (ECQ). and modified ECQ or MECQ.

Where to get TPP

TPPs could be secured at any police station in the country. It is not necessary to present a document and there is no need for prior coordination between the originating AS and the destination AS.

Eleazar said PNP chief Gen. Camilo Pancratius Cascolan had previously tasked police commanders to ensure that the TPP would be immediately available on request.

But police commanders are required to keep a record of those who have received TPPs for future reference.

“In order to ensure a hassle-free travel, non-APORs must obtain a TPP prior to their travel, as they may be prohibited from going through an LGU or LGUs with a restricted travel policy. The TPP will spare them this kind of scenario, ”Eleazar said.

For people included in the APOR list and whose travels are related to work or health and family emergencies, Eleazar stated that valid identity cards, a work certificate and proof that the trip is an employment situation. emergency would suffice.

LGU discretion

Although travel documents have already been removed in unrestricted LGUs, Eleazar said LGUs still have the discretion to implement health security protocols for travelers arriving in their respective areas.

These include triage and quarantine procedures.

Eleazar then called on the public to take the initiative to learn about LGU’s existing travel protocols before traveling in order to avoid any inconvenience associated with travel restrictions.
